Bhilai, Aug 23, 2018: With the surrender of hardcore naxal leader Pahaad Singh, the naxal expansion plan in the tri-junction of Chhattisgarh, Maharashtra and Madhya Pradesh has suffered a major set back. The banned Maoist organization had entrusted the responsibility of constituting the cadre base in the proposed Special Zonal Committee of Madhya Pradesh – Maharashtra – Chhattisgarh (MMC) to Pahaad Singh alias Kumar Sai alias Ram Mohammad Toppo. Considering his importance in the naxal setup, the states of Madhya Pradesh, Maharashtra and Chhattisgarh had announced reward of Rs 47 lakhs on him.
Addressing media persons here at IGP Office in 32-Bungalows, IG (Durg Range) GP Singh claimed that they have succeeded in foiling the naxal bid of expanding their organization. Police have successfully persuaded to surrender the red-rebel, who was the backbone of this expansion plan. He added that the surrendered naxal was highly aggrieved with the biased working of the top leaders and exploitation of local cadre. Pahaad Singh was also influenced with the surrender and rehabilitation policy of Chhattisgarh Government. He was currently holding Secretary’s position in the Gondia – Rajnandgaon – Balaghat (GRB) Divisional Committee of the banned organisation. At the same time he was the members of proposed Madhya Pradesh – Maharashtra – Chhattisgarh (MMC) Special Zonal Committee (SZC). Considering his oratory skills and convincing capacity, he was entrusted the significant responsibility of constituting this SZC.
IG GP Singh further informed that Pahaad Singh is a resident of village Fafamar which comes under the jurisdiction of Gaindatola Police Station of Rajnandgaon. During 1991, Pahaad Singh’s family was involved in the profession of tendu leaves collection. At that time, he came in contact with Deori Dalam Commander Deepak Mandavi and others and acquired the primary knowledge of naxal ideology from them. Later he started working as a teacher in the village school on salary of Rs 500 per month. Later in the year 1999, he again came in contact with Deori Dalam Commander Devchand and Balaghat Division Secretary Jagan. They convinced Pahaad Singh to join the naxal organization and work for constitution of Peoples Guerilla Army. Being an educated person aggrieved with unemployment and poverty, he got convinced and joined the naxal organization as member of Deori Dalam. He was provided a gun and was entrusted the responsibility of pilot of this group. In the year 2003, he got elevated as Member of Deori Area Committee then in the year 2006 he got elected as Secretary of Tanda Malajkhand Joint Area Committee. Thereafter in the year 2008, he got position of Division Member in the North Gadhchiroli Gondia Division.
In the year 2014, the Maoist organization chalked out an expansion plan for the Chhattisgarh – Madhya Pradesh – Maharashtra tri-junction area. They launched working for constitution of a Special Zonal Committee of MMC. Considering his oratory skills and convincing skills, Pahaad Singh was given the responsibility of gathering public support and buildup cadre base in this area. In the year 2014-15, the naxals at their Gadhchiroli Division Plenum (convention) took the decision of forming a separate MMC Zone and expand the organization in Kabirdham, Mandla, Umaria, Balaghat, Mageli – Didori and Achanakmar area.
After surrendering before cops, Pahaad Singh disclosed that Central Committee Naxal leaders based in Maharashtra and Andhra Pradesh treat the local cadre as slaves and never miss the opportunity to exploit and harass them. As Pahaad Singh was holding the post of Secretary, he was held responsible for every failure in his area. Soon he realized that the top naxal leaders are least bothered for the welfare and rights of the tribals but their sole aim was to exploit the tribal population fiscally, mentally and physically. There was contradiction in the in precept and practice of the top naxal leaders.
The local cadre had no say in the strategy making of the organization but they were put at the front for committing crimes. The top naxal leaders were utilizing the local cadre for extortion, murders, loot and other bigger crimes. The local naxals were leading a miserable life while the top leaders were living lavishly in Andhra Pradesh and Maharashtra, Pahaad Singh stated. After being contacted by cops, he decided to surrender and join the main stream.
IGP GP Singh has appreciated SP (Rajnandgaon) Kamal Lochan Kashyap; ASP (Naxal Operations) YP Singh and their entire team for this successful operation. DGP AN Upadhyaya and Special DG (Naxal Operations) DM Awasthi have also congratulated the Rajnandgaon Police on this success.
