Bhilai, Dec 21: On Friday, IGP (Durg Range) GP Singh chaired a meeting of all the Police Superintendents, Additional SPs and other Gazetted Officers posted in various districts of the range and detailed them regarding the directives recently given by Chief Minister Bhupesh Baghel through video conferencing. At the outset, IGP appreciated and greeted the cops for peaceful conduct of the elections and instructed them to ensure their active participation in the effectual policing. He asked the cops to perform their duties with dedication, commitment and efficiency. At the same time, they were asked to pay attention towards the staff welfare issues.
IG Singh instructed the top cops to take actions in accordance with law against the Coal Mafias, drug smugglers, land mafias involved in forgery; private money lenders those who harass borrowers by imposing high rates of interest and other means; goons of finance companies; etc. He further asked the SPs to ensure effective curb on the illegal activities like gambling, satta and betting; smuggling of intoxicants and liquor; etc. The cops were instructed to ensure protection for people from weaker sections, juveniles and women. IG further asked to adopt ‘Zero Tolerance’ policy and take strict action against the goons, trouble makers and habitual offenders.
Singh further spoke about felicitations and awards which are given by the government to the police officers / personnel in view of their exemplary works and performance. He informed that the state government provides 20 medals / awards to the police department every year. Very often the deserving cops fail in forwarding the information regarding exemplary and appreciable works due to which they are deprived of the felicitation. Considering this fact, IGP – Durg Range Office has issued detailed information regarding the awards / medals on December 12. The Supervisory officers were instructed to pay attention towards this issue and display the information at all the police stations. They were further instructed to read it out during the Roll Call so that every personnel can get information regarding the awards and could apply for the same. The SPs would review the applications and forward it with recommendation.
Discussing the issues of basic policing, IGP instructed to practice borderless policing so that the victims may not feel troubled or harassed. After conducting the preliminary procedure, the cases should be sent to the concerned Police Stations. The Supervisory Officers were asked to ensure that strong police presence and visibility is felt in public. Hot spots should be identified in every police station area and the SHOs with their staff should conduct walk during evenings in that areas. They should stop and hold talks with the people at places where there is possibility or information regarding illegal activities, eve teasing, etc.
The supervisory officers should go through the FIRs and check whether proper sections of law have been included. They were further asked to regularly conduct review of the pending cases and instruct the investigation officers to dispose off the cases in accordance with law. Further speaking about Section 173 (8) of CrPC, IGP instructed the cops to continue further investigations in those cases also which have been already forwarded to the Magistrate. If the investigation officers obtain further evidence, it should be forwarded to the Magistrate. They were further asked to take concrete steps for arrest of the absconders which come under Section 299 of CrPC.
Expressing concern over the involvement of officers / personnel in criminal activities, IGP said that if any criminal case is pending against any officer / personnel, he should be kept away from significant responsibilities. Discussing the traffic management issues, Singh said that only the Traffic Police are not accountable for the traffic regulation, control and checking. Traffic Checking should be conducted by Police Stations also, he said.
Issues of employee welfare, discipline and training, disciplinary action, etc were also discussed during the meeting.
